Production SCSS will use Option A unless you request a switch.
Option AReference-aligned — hover only
Option BChip-style — default fill on all rows
Option CHybrid — flat headers, chip links
How to choose:
A = closest to reference image (no default backgrounds).
B = strongest click affordance (your original background-color request).
C = compromise — clean section headers, tactile subtopic links.
